Job Summary

The Associate Vice President, Advanced Analytics implements the strategic direction and manages a high-functioning Business Intelligence and Advanced Analytics service area. The position works collaboratively with the Geisinger Health Plan and Population Health Leadership, Business Intelligence Advanced Analytics, Data Management, and Data Governance leadership teams to oversee analytic applications and platforms within the enterprise-wide Unified Data Architecture (UDA). Responsibilities include development of models to target at-risk members, evaluation of program interventions, strategic planning, business model development and refinement, collaborative refinement of data models across various analytic platforms, support of an enterprise information portal with key performance indicators and distributed analytics, validating/enhancing business intelligence and advanced analytic capabilities, establishing standards for user training/certification/monitoring, facilitation of enterprise data governance, and iterative enhancement of data quality. Competitive candidates will have experience with health plan data and population health interventions, including targeting populations for interventions and evaluation of interventions.

Job Duties

  • Ensure that the values, goals and objectives of the Unified Data Architecture and Advanced Analytics support the overall mission, vision, and values of the organization.
  • Recruit staff and provide mentoring, training and professional development opportunities to achieve these objectives.
  • Alongside the Enterprise Data Management Leadership team, be responsible for developing, maintaining and providing execution oversight for the UDA Strategic Plan, the UDA Tactical Plan, the UDA Policies and Procedures, the UDA Data Governance Plan and associated policies and procedures.
  • Create an environment to foster high-quality, efficient, and accessible statistical analysis, data visualization, and advanced analytic support and operations.
  • Partner with senior leadership, departmental operations and clinical leaders, departmental analysts and business strategy development staff to promote awareness and effective use of multi-source, multi-analytic tools and decision support platforms.
  • Collaborate with the UDA technical teams to a) develop, optimize and manage the UDA logical and physical data models; b) ensure the performance and integrity of the associated extract/transform/load processes; c) develop, optimize and manage the necessary advanced analytic layer (business intelligence tools, visualization tools, etc.) and meet operational service-level agreements.
  • Provide management oversight and leadership for the EDW, UDA Data Engineering, Data Management Services Groups, including administrative staff, analysts and technical staff.
  • Ensure team has adequate technical skills and redundancy of skill sets, and manage human resource issues such as hiring/promotion, performance evaluations, and disciplinary actions as required.
  • Develop and implement performance metrics for UDA staff, and develop and implement plans for training team members on UDA operations, measure results, and intervene when results are less than expected.
  • Prepare and manage annual budget, including operational and capital budgeting and ongoing evaluation/reporting of budget variances.
  • Develop and maintain a knowledge base that includes all relevant attributes, statistics and data elements associated with all primary transactional data systems used for advanced analytics throughout the Geisinger enterprise, including applicable hospital and professional billing systems, cost accounting systems, EHRs, other clinical applications, Health Plan medical and pharmacy claims, Health Plan provider and member network, Disease Management and Utilization Management applications, financial platforms and human resources systems.
  • Collaborate with source system data stewards and operational/clinical leaders to identify and correct source system data integrity issues.
  • Understand and advise on associated data capture work process flows.

Education

Bachelor's Degree- (Required), Master's Degree- (Preferred)

Experience
