Job Summary

The Cyber Program Manager will oversee multiple cybersecurity projects, ensuring alignment with organizational strategic goals and adherence to the National Institute of Standards and Technology (NIST) cybersecurity framework. This role involves managing interdependencies between projects, working closely with project managers, and communicating with executive management and stakeholders to ensure overall program success. The Cyber Program Manager will also ensure that all cybersecurity initiatives comply with NIST standards, enhancing the organization's security posture and resilience. By overseeing a diverse portfolio of projects, the Cyber Program Manager will drive efforts that collectively strengthen the organization's cybersecurity posture, mitigating risks and safeguarding critical assets. Strong communication skills are essential, as the Cyber Program Manager must effectively translate complex cybersecurity concepts into clear, actionable information for non-technical and executive audiences.

Job Duties

  • Assembles cybersecurity and cross-functional project teams, establish authority as program manager, gain consensus, and develop and effectively communicate a clear understanding of the program scope, objectives, mandates, timeframe, budget, and other program requirements.
  • Ensures program requirements, constraints, and assumptions are defined, documented, and effectively communicated to establish the program deliverables using requirements gathering techniques.
  • Ensures realistic labor and cost estimates are applied to program activities and tasks in support of program plan and schedule development.
  • Collects status information regularly from project managers and maintain visibility to overall program status for stakeholders and Information Security Office (ISO) leadership.
  • Establishes and executes on a communications plan meeting the needs of the program, including status meetings, status reports, change management, and issue escalation.
  • Creates agendas, ensures the capture of minutes, and conducts meetings in an effective and efficient manner.
  • Manages changes to program scope, schedule, and costs using appropriate verification techniques to keep the program plan accurate and reflective of authorized program changes. Maintain, document, and communicate scope and schedule variances to plan to leadership as appropriate and per the communications plan.
  • Manages program risks through facilitating proactive cybersecurity risk identification and management, ensuring appropriate contingency plans are developed and implemented to minimize the probability of and impact to the program.
  • Organizes, manages, and directs project team tasks to assure proper application of project management standards, best practices, tools, and methodologies in program work.
  • Engages and effectively communicates in a timely fashion with stakeholders, including program sponsors, project managers, ISO leadership, IT functional management, and IT leadership on all program tasks and deliverables, including requirements, scope, plans, staffing, budget, risks, issues, schedules, and status.
  • Ensures timely and accurate collection of labor hours related to the program.
  • Participates in and provides guidance related to vendor management associated with assigned projects, including but not limited to contract negotiations, invoicing issues, and new product evaluations.
